[Edgecore][device][platform] Update thermal policy/fan controller

Detail:
    Because port: [1, 3, 5, 7, 9, 11, 13, 15, 17, 19, 21, 23, 25, 27, 29, 31] support ZR/ZR+ for high power transmit.
    So need to add check 400G xcvr on these port's temperature for new thermal plan.
