This PR adds a new proposal instruction that allows the users to transfer out .sol domains from the governance's SOL treasury. It queries all domains owned by the treasury and lets the user choose which one they want to "transfer out" to a target address.
Added @bonfida/spl-name-service into package.json. On-chain query of domain names resolves in less than two seconds on average.
