Describe your feature proposal

Add a new section in the global (not per-account) app settings called "Calls"
Add a single toggle option 'Add to system call history' (default: off) under a 'TELEPHONY' section label (see mockup below)
When the toggle is 'on', the CXProviderConfiguration field 'includesCallsInRecents' should be true (it is currently hard-coded to false).
