In `@scripts/ci_node_health.py`:

calls in the run-processing loop so the hourly API budget remains available for
other checks. Preserve the required completed-run wait-statistics coverage and
findings; reduce per-run jobs requests or apply an explicit request/coverage
budget rather than relying on the existing created filter or silently truncating
the lookback.
- Around line 650-651: Update open_issue_states and plan_ops to retain recently
closed event issues with their closed_at timestamps, suppressing create and
duplicate Slack notification when an active gpu_xid finding overlaps a
human-closed event within the one-hour lookback. Restrict this suppression to
event checks and the lookback window so later XIDs can create issues, leave the
normal auto-close path unchanged, and add a regression test.

Review summaryReviewed the full diff (816-line monitor script, 26 tests, workflow, README). The design is solid — pure 3 🔴 Important, 3 🟡 Nit, 0 🟣 Pre-existing
PR description follows the template — no gaps. Tests are thorough for the pure logic; none of the flagged paths (Prometheus-down close behavior, runner-list permission, >2 h starvation) is covered, so worth adding cases alongside the fixes. |
- Drop the GET actions/runners call: it needs repository Administration permission, which the workflow GITHUB_TOKEN cannot hold, so every scheduled run would have exited with 403 before reconciling anything. - Detect starvation from queued H100 jobs in every queued or in-progress run, whatever the run's age; the 2h window is only for wait statistics. - Pass the evaluated check keys to plan_ops so a Prometheus outage never closes Prometheus-backed issues as resolved. - Do not recreate an event (XID) issue a human closed within the hour the lookback still sees the same event. - Bound the GitHub API fan-out: one page of recent runs capped at 40, one page each of queued and in-progress runs, one jobs page per run. - Filter the npd_unknown query to the NPD conditions like the fleet query. - Replace the gitignored spec references with the README section and an absolute docs link in issue bodies; add setup-python to the workflow. - Add docstrings and five tests (30 total). - Around line 448-450: Reconcile queued and in-progress runs by ID before stale
classification in the existing run-processing flow: build an in-progress lookup,
exclude matching IDs from queued runs, classify only queued-only records as
stale, and construct active_runs from non-stale queued-only records plus the
in-progress records. Preserve the in-progress record whenever an ID appears in
both snapshots.
- Around line 650-652: Update the closed-state handling used by plan_ops and
issue_states to store a stable gpu_xid event fingerprint alongside the close
timestamp, then suppress recreation only when the active finding’s fingerprint
matches the closed event. Ensure the fingerprint distinguishes later events by
node or GPU rather than relying on the check key alone, and add coverage for a
new scope appearing during the grace period.

- Reconcile the queued and in-progress run listings by id: a run that starts between the two snapshots is scanned once and is never a stale candidate. - Fingerprint closed XID issues by node: only the nodes a human closed within the hour are suppressed; an XID on another node opens an issue. - Skip jobs with conclusion=skipped in the wait statistics. - Correct the request budget to the strict worst case (about 245) in the docstring and README; point the module docstring at the README. - Three more tests (33 total). 🟡 Nit: This push hardened issue_states against a closed marker whose nodes is not a dict, but the open-issue path still crashes on the same shape: marker.get("nodes", {}).items() raises AttributeError when nodes is a list/str/int, and AttributeError is not in the except (KeyError, TypeError, ValueError) tuple below. Since open issues are exactly the ones humans are invited to touch (XID acknowledgement), one hand-mangled marker that stays valid JSON would crash every hourly run instead of being skipped like the closed-side equivalent. Either add AttributeError to the tuple or gate on isinstance(marker.get("nodes", {}), dict) like issue_states now does.

Description
Problem
Nobody watches the H100 CI nodes. The cluster already runs node-problem-detector with the OKE GPU/RDMA plugins, DCGM exporter, node-exporter and kube-state-metrics, and Prometheus scrapes all of them, but Alertmanager routes every alert to a
nullreceiver. NPD conditions only annotate a node; nothing cordons it or tells anyone. On the GitHub side, a job pinned to a dead runner label can sit queued for weeks reportingcancelled(#2283), and the 4-GPU lanes onmainhave waited 60 to 75 minutes for a runner with no signal anywhere.Today's snapshot: one H100 node has been cordoned for over a day with no recorded reason and an empty model cache, NPD RDMA checks time out more than half the time on the two busiest nodes, and two workflow runs have been queued since May.
Solution
An hourly workflow on the in-cluster
k8s-runner-cpurunner evaluates the existing Prometheus data and the GitHub Actions API and keeps one GitHub issue per active problem under theci-node-healthlabel. The open issues are the state: a JSON marker in each body carries first-seen, last-seen and the affected nodes, so there is no cache, database or secret beyondGITHUB_TOKEN. Slack is fed by the GitHub Slack app subscribed to that label, so a healthy week is silent and the only notifications are "opened" and "closed".Checks (one issue per check, never per node):
/raidover 85%*-h100job queued over 60 min in any unfinished run*-h100queue wait over 30 minNoise rules: an issue opens on the first sighting, is edited in place (silently) while the problem persists, and closes only after two consecutive clean runs. XID issues never auto-close and get at most one comment per day. Every run also writes a per-node fleet table and queue-wait percentiles to the job summary; kernel OOM kills appear there only, since container-limit OOMs match too.
Changes

Check registry with meaning and first action per check,PromandGitHubclients, table-driven PromQL evaluators, GitHub queue evaluators, issue reconciliation (plan_opsis pure and unit-tested), fleet summary,--dry-run.scripts/tests/test_ci_node_health.py: 33 tests against canned Prometheus and GitHub payloads, no network..github/workflows/ci-node-health.yml:17 * * * *plusworkflow_dispatchwith adry_runinput;permissions: issues: write, actions: read;setup-python3.12; runbook table in the header..github/workflows/pr-test-rust.yml:python-unit-testsruns the new test file.scripts/k8s-runner-resources/README.md: how it works, the check table, the noise rules, the Slack subscription command, how to acknowledge.Design notes worth knowing: kube-state-metrics and DCGM are scraped by two jobs here, so every query aggregates with
max by. Listing registered runners needs repository Administration permission, whichGITHUB_TOKENcannot hold, so starvation is derived from queued jobs instead. Issues for checks that were not evaluated (Prometheus down) are never closed, and the GitHub side reads one page per listing with one jobs page per run (normally well under 80 requests, about 245 in the strict worst case). A job'screated_atis set when it becomes eligible, sostarted_at - created_atis the true queue wait. The GPU-leak check is a subquery over one-minute steps rather thanmin_over_time, because a[30m]range vector still contains the stalepod=""samples after a new job takes the GPU; the first dry run false-alarmed on four healthy GPUs that way.Test Plan

Every PromQL query was also validated directly against Prometheus. The final dry run reports three findings (cordoned node, NPD Unknown on two nodes, two stale queued runs) and a 9-row fleet table; no issue is written in dry-run mode.dry_run=trueto confirm the in-cluster runner reaches Prometheus, then a live run, then/github subscribe smg-project/smg issues label:"ci-node-health"in the Slack channel.pre-commit run --all-filespasses every hook except clippy, which fails on my machine before compiling anything because thellm-multimodalbuild script cannot find OpenCV via pkg-config.
