Update LevelDB to 1.23 which was released in February 2021: https://github.com/google/leveldb/releases/tag/1.23
I also bumped the version 2.0.9 -> 2.1.0 to mirror the minor version bump in LevelDB. Let me know if 2.0.10 would be more appropriate and I can change that.
