[ReviewEntriesTable] Allow user to manage columns

A user recently asked:

In the "Review Entries" feature under "Data Cleanup," is there anywhere to adjust which columns show and which do not or to rearrange them in any way?

Consider adding the following features in the Review Entries table:

• Disable/enable columns
• Change column order

Save these options under User Settings, not per project
Have some indicator that columns are hidden
No need to prompt users about hidden columns when deleting a row
Add a button to bring up a dialog with the shown/hidden column options

We can allow the columns to be rearranged by removing draggable: false from options in src\goals\ReviewEntries\ReviewEntriesComponent\ReviewEntriesTable.tsx. The rearrangement persists within a session across projects and even logging out and logging in with a different users. However, it doesn't persist through a page reload. We probably want to allow for a more persistent order change by a user, managed in the same place that they show/hide columns.
