"Browser not found" error in battery optimizations screen #14368

Bug description
I received a warning about Battery Optimization settings prompting me to click "continue". When clicking the continue button, instead of opening a web page, a toast showed "no browser found", see attached screenshot. I have Chrome and Firefox installed, and Firefox is my default browser.
