[AMD][CI] Make ROCm 10 the Default for AMD PR and Nightly Tests

Motivation

ROCm 10 release images are available (#36434) and have been exercised in daily PR and nightly coverage (#37409). Promote ROCm 10 from shadow coverage to the primary image used by regular AMD PR gates and single-flavor nightly callers.

Modifications

• Default the main and extra AMD PR workflows to rocm10, including direct pull_request fallbacks.
• Run the label-triggered Mori PD and HiCache PR workflows on rocm10.
• Make ROCm 10 the twice-daily scheduled PR lane while retaining daily ROCm 7.2.4 and ROCm 7.2 shadow coverage.
• Default reusable nightly calls to rocm10.
• Update AITER scout, version-bump, and release-branch-cut callers so their primary flavor remains explicit.
• Update AITER scout and PR status text to identify the ROCm 10 gate.

Compatibility

• rocm724 and rocm720 remain available for manual and reusable workflow runs.
• Scheduled and manual all nightlies continue to run rocm10, rocm724, and rocm720.
• Workflow names, job IDs, and required status-check names remain unchanged.

4. After green CI and required approvals, ask Merge Oncalls or people with Write permission to merge the PR.
