Summary

  • add a typed PlatformFeature interface to DeviceMixin with a conservative unsupported default
  • classify Ascend NPU SoCs into families and keep feature support in one central matrix
  • expose native Gemma RMSNorm support semantically: A2/A3 supported, A5 and unknown SoCs unsupported
  • cache SoC detection and safely fall back to the unknown profile when detection fails

This is a platform foundation PR stacked on #29445. It intentionally does not contain the Gemma RMSNorm operator fallback; #32745 will consume this capability after the dependency lands.

Validation

  • python -m py_compile for all changed Python files
  • git diff --check
  • pre-commit: isort, Ruff, Black, codespell, and repository hygiene hooks passed
  • target pytest was not collected on the local Windows environment because torch is unavailable
  • three repository wrapper hooks could not launch on Windows (exit code 9009)

Performance / Accuracy

N/A — no runtime operator path is changed in this PR.
