Add liusy58 into CI_PERMISSION

Motivation

@liusy58 has been working on the VLM optimization, and he has already contributed several PRs (#13592 #16018 #14386 #13126) to SGLang. I think giving him CI permission would be helpful for his further contribution.

Review Process

4. After green CI and required approvals, ask Merge Oncalls to merge.
