Microsoft.Build 18.10.1 ships lib/net11.0 and lib/net472 only, so the net10.0 bump Renovate proposed here resolved the net472 assets and failed restore on NU1701 across every job. 18.9.6 is the last line with a net10.0 asset.

The existing rule already froze the 17.x references for the same reason. This widens it to cover 18.9 and records why, so the constraint is not rediscovered each time a line rolls over.

The dependency bump itself is dropped.
