• What this PR changes: adds two foundation gates to observability/grand-dashboard/state.json and updates recorded_at_utc.
  • token-stack-subagent-e2e has evidence_ref evidence/artifacts/token-e2e-ultracode-20260925/receipt.json, merged in Token stack inside Ultracode subagents: 16/16 tools E2E with lifetime counters, exact comparisons and five new host receipts #296.
  • host-request-lane has evidence_ref recipes/host-request-lane.md, merged in Host request lane: other PCs ask the GPU workstation for memory/RAG/model-hosting work through GitHub issues #266.
• Base commit: f48fdd1e (after Grand-dashboard checkpoint: memory lifecycle v2, retrieval quality v2, token wiring and local-model eval gates #297).
• Lane: lane:shared, because state.json is a shared hot file. This needs the trading lane's acknowledgement before merge. No trading row is changed.
• Owned paths touched: observability/grand-dashboard/state.json, plus its registration in manifests/evidence.json.

The state.json diff appends only the two foundation gates (token-stack-subagent-e2e, host-request-lane) and bumps recorded_at_utc. No trading lane, gate or worker entry changes.

Checked at the PR head:

• both evidence_refs exist;
• both titles and states match the 160-character token pattern;
• tests.test_grand_dashboard passes (15 OK).

The numbers are the foundation lane's, and I didn't re-derive them. Merge on green CI.
