I still need to figure out the following error:

Package libssl1.1 is not available, but is referred to by another package.
This may mean that the package is missing, has been obsoleted, or
is only available from another source

E: Package 'libssl1.1' has no installation candidate

@dkropachev The ccm error still appears on ubuntu-latest:

Error starting node node1: unable to connect to scylla-jmx port 127.0.0.1:7199

What's interesting is it only appeared for older Scylla versions (OSS-RELEASE and ENTERPRISE-RELEASE passed without any issues). This error was the main reason why we rolled back to 22.04 in CI. Any ideas?
