Slim AGENTS.md to the always-needed contract and move situational procedures into eight new agent skills (session-start, task-lifecycle, fleet-supervision, landing-lifecycle, validation-lifecycle, crewmate-briefs, captain-communication, operational-home-reference), with inline load triggers left in AGENTS.md. Existing skills absorb the related detail. Fix skill-relative doc links.
