for functional components replaced injectIntl with useIntl hook
removed call to addLocaleData
created custom intlShape propType to replace removed one
added suggested changes to jest configuration https://formatjs.io/docs/react-intl/upgrade-guide-3x/#jest
added suggested changes to webpack configuration https://formatjs.io/docs/react-intl/upgrade-guide-3x/#webpack

Reason for Changes

Prerequisite for upgrading to react 18

Test Coverage

specs are passing successfully
linked with scratch-gui, paint loads successfully and when changing language texts are translated successfully
