`tableView.contentInsetAdjustmentBehavior = .never` in `DebugTableViewController` is necessary.

This is because the current implementation doesn't have enough failure requirements to handle pan gestures of multiple panels so that the farthest panel can't work well.
This PR fixes both of #308 and #320.
