Error message should have a link to localized documentation if possible. #101

Currently if any known error occurs the error message contains a link to the online documentation portal. For example, https://docs.sannybuilder.com/troubleshooting/errors/0010

However if there is a localization that matches Sanny's selected language the error message should offer a link to the localization.

If the Russian language is selected (lang id=1049) the link should look like:
https://docs.sannybuilder.com/v/ru/troubleshooting/errors/0010

Could be a simple text mapping to allow easy customization if documentation gets new translations.

There is a new file docs.sbf in Sanny Builder\data folder that maps Language ID to Documentation portal url. Currently two localizations are available: the default one in English: https://docs.sannybuilder.com/ and one in Russian https://docs.sannybuilder.com/v/ru/. When you switch over to the Russian language in Sanny, help links point to the translated version of the documentation.
