We may wish to add a mechanism to allow clients to provide a suggested data block size to the server, to enable some control over the maximum size of the contents of the urls list in the returned ticket.

- #595 Allow clients to provide a suggested data block size to the server

- #597 `format` should probably be specified as a (comma separated?) list
