What does this PR do?

It completely disables explicit configuration and requirement for EPEL repo for doing Salt installations on Amazon Linux AMIs.

What issues does this PR fix or reference?

This is the first attempt to resolve issue #724

Previous Behavior

EPEL caused lots of troubles. Also, the workaround proposed in #1056 doesn't work for Amazon Linux.

New Behavior

Clean installation without EPEL or any additional workaround options.
