  1. Always use Japanese locale when converting JIS<=>SJIS 

    Fixes sakura-editor#1103

Use _mbcjistojms_l and _mbcjmstojis_l instead of _mbcjistojms and
_mbcjmstojis, so that always use Japanese locale when using these
functions.
