upgrade to Pynac-0.3.9.5

The new version claims:

• fix regression in arithmetic with positive characteristic ring elements (comment 17 of symbolic modular integers still broken #18787)
• fix performance issue with real/imag of powers (heavy performance regression with real/imag(ex) #18952)
• more rational multiples of pi as argument to sin,cos,tan expanded (doctest special values of trig. functions with arguments (m/n)*pi #18954)
• fix dbgprinttree() of functions (doctest fix for inconsistencies with dbgprinttree of functions #19194)
• performance fixes
