Regression from #2419 affecting undecorated windows on Windows 10 #2711

Wanted to make note of another issue, similar to the group of issues like #2502 and #2694, that seem to be stem from #2419. In my case, the issue I'm having surfaces from using egui versions that depend on winit versions above 0.27.2, which contain this commit.

Adjacent maybe, in the case it's also a product of #2419. But it talks about the decoration setting not being respected in a certain context. Whereas the issue I'm having and the issues I mentioned are about experiencing graphical and transparency errors after turning the window decorations off.
