The existing README.md was for the fmt-rfcs repository, which was moved to style-team and repurposed as the style-team repository. Remove bits no longer relevant for the repository. Link to the style guide, to the guiding principles, and to relevant material in this repository. Modeled after the lang-team repository's README.
