In preparation for unwinding support.
Once UnwindContext sets the personality function it will need to define a DW.ref.rust_eh_personality function which would cause a duplicate definition if UnwindContext is called a second time.
This is necessary to handle LSDA references in the future once unwinding is supported.

Most of the work for adding exception handling support is blocked on the next Cranelift release. These parts can land already however.
