The https://doc.rust-lang.org/ should probably link this to help with discoverability.

I've thought about this a few times, but my impression is that that site is aimed more at users of rust than compiler devs.

Some users need to know a lot about the compiler, e.g., to be able to build it, to target something non-standard, etc.

Hmm... I guess it can't hurt to open a PR and see what the docs team says...
