Remove Python version upper bound from fireworks package to support latest python version

Description

Remove upper bound on Python version requirement

• Previous requirement: Python <3.12
• Tested compatibility with Python 3.12 and 3.13
• Package functions correctly on these newer versions
• Removing the upper bound resolves pip install errors for users with Python ≥3.12
