Most tests don't need Concurrent.global_io_executor to be overridden, and it can be surprising in other tests that it's overridden globally. Instead, we just stub the method where we need it. This is more self-documenting.
This is just a little tidier since we don't have to remember to clean up in `after` blocks.

Just cleans up some tests.
