Added the discoverserial and discoverserial_cig commands to automatically discover the device serial
Added the rearm command to aid in automated failsafe recovery
Added ISP argument to install command to allow automatic population of most of the configuration for ATT, Orange, and Frontier based on device serial
Added support for multiple ISPs and manually setting fields relevant to bypassing (custom hwver/swver/equipment ID, ethernet UNI slot)
Added support for modifying/dropping Received Frame VLAN Tagging Operation rules in ME 171 (needed to support Orange)
