We discussed about it on events manager meeting.
It seems quill.js does not support accessibility. (slab/quill#3360)
but there is a pr to add accessibility to quill.js (slab/quill#3639)
we found one example https://codepen.io/pen to support accessibility. However, we need to figure out how to get html formatted string from this editor.
