Add workspace back/forward and keep every workspace in a section - #39

Cmd+[ and Cmd+] (and titlebar chevrons, and View > Back/Forward) step through the window's workspace history; a focused browser panel keeps the keys for page history. Once a window has sections, a loose workspace joins an Unsorted section kept at the top, which goes away when it empties.

Compile-checked with xcodebuild (Debug). Tests not run on the desktop (they open windows); install with cmux-build-install.sh.
