Use axios-redmine

The current implementation relies on `node-redmine`, which hasn't been
updated recently and relies on the vulnerable `request` library. This
replaces it with `axios-redmine`. This is not a drop-in replacement as
the newer library is Promise-based as opposed to the synchronous calls
used by `request`.
