What 16.7.1 requires of the transport just to build and test:

210/210 NATS tests pass against a real server.

Squadron is gone from the repository (ChilliCream#10338). The fixture now uses
CookieCrumble.Resources.Nats, raised to nats:2.12-alpine: the transport's
floor, since per-message TTL needs 2.11 and message schedules 2.12.
Code style is enforced in CI builds since ChilliCream#10383, and test projects
generate XML documentation since ChilliCream#10358. Removes unnecessary usings and
an unused pattern variable, and fully qualifies a cref the test project
no longer imports.
AGENTS.md keeps XML docs to the contract. The reasoning it carried: the
image is pinned to the lowest server version the transport supports
rather than a moving tag, so the version-gated tests (per-message TTL
from 2.11, message schedules from 2.12) actually run, and a new
dependency on a later server fails here rather than in production.
