macOS debugger fails to attach

Describe the bug

Trying to start debugger on /bin/ls fails to start the debugging session.

It used to work with adhoc signed pacakages (after you convinced macOS to run them). Now it seems not to work even with properly signed and notarized one. I also tested with the signed build from #3482

There are going to be major debugger refactor on rizin side. Still might be worth investigating this, if it's related to entitlements and signing process the problem/fix shouldn't be affected by rizin debugger rework.
