IntersectionBoard cleanups

Add some simplifications and better comments to IntersectionBoard. Update the IntersectionBoard benchmark to test actual sets of rectangles from real rendering scenes. Also clean up some math functions and improve tests. Diffs= fafdef56c IntersectionBoard cleanups (#6474)
