Summary

align API and Infrastructure EF Core dependencies to the 8.0 release line to match net8 targeting
use the EF Core 8-compatible Npgsql provider to avoid downgrade warnings

Testing

dotnet restore EventHub.sln (not run: dotnet CLI unavailable in container)
