Implement the forked espeak-ng phonemizer in Python

- Now the Python code checks if libespeak-ng.so has the added
  espeak_TextToPhonemesWithTerminator function.
- If this is the case the code uses a custom phonemizer that
  preserves the punctuation.
- Each sentence is individualy synthetized and then all the
  audios are joined in one wave file.
