We started seeing build issues for notebooks as in:

Turns out ipython 8.13...
drops support for Python 3.8.
The fact that it allows itself to be installed by pip is technically a bug, but has already been reported:
ipython==8.13.0
can be installed for python 3.8, but it is not designed to work with it. ipython/ipython#14053Checklist
