Remove support for MsgPack serializer #8994
Description
We should completely remove it and all the support code at some point. We have no backwards compatibility guarantee at this moment, but we want to avoid breaking people every single release. So we'll wait until at least We have decided that we'd like to prioritize moving closer to 0.24 to do this.1.0, so are making the breaking change for 0.23.
