Use prettyplease to improve formatting of generated Rust code (#2949)

* Closes #2947 ### What Use [`prettyplease`](https://github.com/dtolnay/prettyplease ) to format our generated Rust code, before also running `cargo fmt` on it. Yes, we need both.
