As we move from transifex to weblate, some minor changes are necessary: * Adds a weblate badge in the README.rs that informs the reader about the completion of the translations, and point to the weblate service, where the reader can contribute to the translation process. * Removes the check of translation message extraction in the PR template, as the translation workflow don't need it anymore.
