fix(platform/bitbucket): use uuid instead of username for issues filter

Changes

username can no longer be used as issues filter, so we use the uuid here too as already be done in #7244 for PR's

Context

• fixes a new Bitbucket dependency dashboard is created every run #20946
• fix(bitbucket): Return only PRs created by Renovate #7244
• Bitbucket Cloud reviewers should use uuid in addition to username #16571

We don't use BB issues at scale... I've only used it recently to improve the contents of the Dependency Dashboard markdown for BB.
