[temp] changelog-generator feedbacks and fixes wishlist

Just a quick issue to track improvements that could/should be done to the changelog generator script.

• auto skip commits that only touch files in RNTester (comment link)
• filter "Daily arc lint" out in the generator (comment link)
• look into how to fix this comment link
• get the changelog generator to recognize reverts. Maybe we could enforce some sort of changelog that requires referencing a commit that is being reverted.
