Merging, but note that the parameter server jenkins test is still failing with the same error, so the underlying problem is not fixed.

What do these changes do?
This includes a fix so the TensorFlow op releases memory properly (apache/arrow#3061) and the possibility to store arrow datastructures in plasma (apache/arrow#2832).
