This PR updates the numba-cuda version to >=0.18.0,<0.19.0a0.

There are some errors in CI. We will need to merge rapidsai/cudf#19604 and then rerun this PR once packages with the new pinning are available.

The conflict is caused by:
    The user requested numba-cuda<0.19.0a0 and >=0.18.0
    cudf-cu12 25.10.0a185 depends on numba-cuda<0.15.0a0 and >=0.14.0
