Update imports from cuda.core.experimental to cuda.core and bump the version check from 0.4.0 to 0.5.0. This is a soft dependency so no packaging changes are needed.

This is needed because numba-cuda has usages of the experimental namespace. This will be resolved by NVIDIA/numba-cuda#676.
