WIP: [NEVER MERGE] test shared-workflows package-publishing changes

Description

rapidsai/shared-workflows#406 is adding an optional, opt-in thing that most RAPIDS repos don't need.

Opening this to test that the changes there don't negatively affect RAPIDS projects.
