Unfortunately I can't add labels etc to this PR, I think I need at least triage permissions on the integration repo for that. Let me know if I should add any additional information to the PR description to help populate the metadata. |

The cudf team is planning to replace manual invocation of linters in CI with pre-commit. We need pre-commit installed in the CI environment for this to work.
