• uses CUDA 13.3.0 to build and test
• updates to CUDA 13.3.0 devcontainers

This switches GitHub Actions workflows to the cuda-13.3.0 branch from here: rapidsai/shared-workflows#574

A future round of PRs will revert that back to main, once all of RAPIDS is migrated.

Guess this was probably put up around the time of that first shared-workflows PR that was accidentally using a fork: rapidsai/shared-workflows#573 (comment)

I'll push an empty commit to retrigger, and fix the branch protections here so we can catch such things in the future.
