Think we should be good to close this, in general imagine a larger refactoring of the image builds will take place when we shift ownership over to Dask from RAPIDS |

Moves the specification of gpuCI requirements to the dask-sql repo; there are definitely some additional
ARGSthat can be removed with this refactor but want to wait until this is tried out on the other Dask gpuCI setups.
