Description
Moving our numba pinning up in #21543 allowed us to install newer numpy versions (2.4.2 now vs 2.2.6 previously) that have some very minor behavioral differences. These aren't problematic but do result in subtly different behaviors in the cudf.pandas test suite that were allowed through because #21543 was admin-merged. This PR updates the xfail list to unblock the rest of CI.
